The residents of the state of Washington who made the decision to join the US Armed Forces in service to the country have the benefit of a wide variety of state-level benefits available to them. Veterans and Servicemembers nationwide all have access to the federal benefits awarded to military personnel through the Veterans Administration, but many states, such as Washington, opt to give their military residents in-state programs as well. Washington State benefits, administered through the Washington State Department of Veterans Affairs, operate such programs as the VA hospitals in Washington State, the Veterans Homes Washington State Program, the Seattle Veterans Affairs offices, the Washington State Veterans Cemetery system, and the Washington State Soldiers Homes for those needing specialized care. Servicemembers in Washington may also take advantage of the disabled Veteran property tax exemption Washington State benefits and the Washington State disabled Veteran license plate programs, among many others.
Washington State Veteran benefits include many programs that work with federal programs to provide financial assistance to struggling military families. Like many states, the Seattle Veterans Affairs Office administers several in-state programs for Washington residents in the military, such programs as the Washington State Disabled Veteran License Plate and the Disabled Veteran Property Tax Exemption Washington State program, which is part of the disabled Veteran benefits in Washington state.
The Washington State Disabled Veteran Property Tax Exemption is a program designed to reduce the property tax burden on eligible Veterans with disabilities. To qualify, one must be a Washington resident who is a disabled Veteran with a service-connected disability rating of 80% or higher from the U.S. Department of Veterans Affairs. Eligible Veterans receive a reduction in their property taxes based on their income, the value of their residence, and local levy rates. The specific amount of the exemption depends on income levels.
In Washington State, a Disabled Veteran License Plate is a special license plate issued to eligible Veterans with a 100% service-connected disability. Veterans and Servicemembers who serve in various military capacities have access to education benefits through the GI Bill. However, in addition to this federal program, Washington state, like many other states, also provides supplemental education benefits programs to serve its resident Veterans pursuing secondary education as part of its Washington State Veteran Benefits program.
The Washington State Veteran Tuition Waiver is a program that provides tuition assistance for Veterans and their dependents. It covers up to 50% of in-state tuition and fees for eligible Veterans, and offers a full tuition waiver for the dependents of Veterans who died or were permanently disabled while serving in the military. The Washington State Department of Veterans Affairs administers these programs and the disabled Veteran benefits in Washington state.
Washington State’s “Operation Recognition” program provides high school diplomas to wartime Veterans who left school to serve in the U.S. Armed Forces during World War II, the Korean War, or the Vietnam War. To qualify, Veterans must have left high school to join the military before graduating, received an honorable discharge, and been previously scheduled to graduate. Diplomas can also be awarded posthumously to deceased Veterans.
The Washington State Veterans Benefits Program works with various local organizations and state and private employers to assist Veterans seeking employment. Eligible Veterans must have received an honorable discharge or a qualifying discharge, served in at least one capacity in the armed forces, and have a DD-214 or other qualifying documentation.
The system of Washington State Veterans benefits operates several of its own in-state Veteran healthcare programs, including the Spokane VA Hospital, the Seattle VA Medical Center, and other VA hospitals in Washington State. States offer their own Veterans healthcare for several reasons, including providing specialized care, addressing the needs of Veterans in rural areas, and offering supplemental benefits beyond federal programs. States also manage Veterans affairs and ensure access to state and federal benefits. The WA Veterans Benefits System takes these factors into consideration when offering its own state-level healthcare benefits to Servicemembers in need. Many of these programs are coordinated services with the federal VA healthcare system.
The VA Puget Sound Health Care System (VAPSHCS) in Washington State includes two main medical centers, Seattle VA Medical Center and American Lake VA Medical Center, along with several outpatient clinics. Additionally, there are Veterans Medical Centers located in Spokane, Vancouver, and Walla Walla.
State Veterans homes, primarily, provide long-term care services, including nursing home care, domiciliary care, supported independent living, and adult day care, to eligible Veterans and their families. These facilities are state-owned and operated, with a partnership between the VA and individual states. The main purpose is to offer a comprehensive range of support, including medical, social, and recreational services, to Veterans who need assistance with daily living tasks or who may have disabilities. Washington State operates several of these homes for its resident Veterans. Additionally, as part of the Washington State Veteran benefits system, the state of Washington also provides housing assistance to Veterans who might need help with housing but do not need to reside in a facility.
Washington State operates four Veterans Homes that provide comprehensive long-term care for eligible Veterans, their spouses, and Gold Star parents. These homes are Medicaid and Medicare certified, offering 24-hour nursing care, medical services, and pharmacy support. These facilities are the Washington Veterans Home in Port Orchard, the Washington Soldiers’ Home in Orting, the Walla Walla Veterans Home, and the Spokane Veterans Home. These are operated by the Washington State Department of Veterans Affairs as part of the WA Veterans benefits system. For eligibility in the Washington State Soldiers Home and other Veterans Homes Washington State system, Veterans must meet specific criteria, including having a qualifying discharge, needing nursing home-level care, and residing in Washington State.
There are several Veterans housing assistance Washington State programs that operate Veterans transitional housing program services to homeless Veterans in the state in need of support transitioning to permanent housing. The Washington Department of Veterans Affairs (WDVA) plays a key role in providing these programs and connecting Veterans with resources. One of these programs includes the HUD-VASH Supportive Housing system that combines HUD’s Housing Choice Vouchers with VA case management and support services to help homeless Veterans and their families find and maintain permanent housing. Other programs include the Supportive Services for Veteran Families through non-profit organizations that help military families find permanent housing and the Veterans Transitional Housing Program that provides temporary housing and services to homeless Veterans.
The Washington State Parks and Recreation Commission offers various benefits programs to make parks more accessible and affordable for residents. These include passes for seniors, Veterans, people with disabilities, foster families, and those with limited incomes as part of the Washington State Veteran benefits system. These include the Washington State Park Pass for Veterans, the Washington State Disabled Fishing License, and the Washington Disabled Veteran Hunting License.
The Washington State Parks Disabled Veteran Lifetime Pass provides free access to Washington State Parks for Veterans with a 30% or greater service-connected disability. This pass covers free day-use parking, boat launch and trailer dump use, and camping or moorage fees, as well as waived reservation fees. This program, part of the disabled Veteran benefits in Washington state, requires that the disabled Veteran be a resident of the state, have a letter showing a permanent disability rating of 30% or more, and submit a completed application for the Washington State Parks Disabled Veteran Lifetime Pass.
In Washington state, Veterans with at least 30% service-connected disability can purchase hunting and fishing licenses at a discounted rate, regardless of residency. Additionally, resident Veterans age 65 or older with any service-connected disability also qualify for reduced-fee licenses. Eligibility for the Washington State Disabled Veteran Fishing License is the same as the requirements for the state park pass. It too is part of the Washington State Veteran benefits system.
Washington, as part of its Washington State Veteran benefits system, operates several Washington State Veterans Cemetery locations in partnership with the Washington State Department of Veterans Affairs, its most notable being the Medical Lake Veterans Cemetery. Washington provides these cemeteries as a service to military families, especially when federal national cemeteries are full or geographically distant. Washington State has two main Veteran cemeteries: Washington State Veterans Cemetery—Medical Lake and Tahoma National Cemetery. The state also has some VA Grant-Funded cemeteries. The Medical Lake cemetery is operated by the state, while Tahoma is a national cemetery operated by the Department of Veterans Affairs.
